Can't place Steel Hoe on wooden box and cart

I cant seem to place a steel hoe on a wooden box or a cart so it makes it hard to organize the tools. Is it really intended this way or is this a bug?

I hope they make the steel hoe be storable in the wooden boxes soon. Other steel tools can be stored in wooden boxes. I think it just looks messy when the hoes are just scattered on the floor while the other tools are stack in wooden boxes.
