Japanese malicious users seem to have repeated nuisances overseas

The expulsion feature should be used for conflicts of interest among users, and isn’t there a need for maximum sanctions for users who act only maliciously to others?
Please take strong measures such as monitoring and discovering users who intentionally repeat malicious acts and going to Donkey Town forever.
I am worried that users who have the right to enjoy on overseas servers will not be able to play happily
I want it to be a fun game for players from any country
