the red flag you can put on the track for stoping a cart at a certain place.
the green flag you can reverse a cart, for sending it in the opposite direction. for example if it gets stuck on a turntable.
altho there is a green flag, it isn’t intended to send carts back and forth. the green flag is more for reversing mistakes.
the developer intended the railroad to be built in a circle (loop), on which carts only go one direction.
